Antique Graphics Wonder. Small item, but extremely powerful. Afshar or Baluchi, but i would say Afshar. Most probably woven as a present or it might have been the top of a namakdan, a salt bag. Great aesthetical value. Yes, certainly a sweet small tribal wonder.
